Sometimes the width between the icons is larger than normal.
I use View Large icons with Show text turned on.
Most of the time, the text beneath my Control Panel icon reads "Control P...", but sometimes the width between the icons is so large that it reads "Control Panel". This extra space means that not all of the icons will fit on the width of the screen.
I have been able to reproduce the event by adding the volume control plugin, loging off and loging on again.
Using 1.1.0.11 and Windows XP
