OK, I think this is borderline FR/bug, hope you don't mind where I've posted it.

If you hover over a menu its tooltip will appear for an instant, and then disappear straight away because its contents opens up. I think this tooltip should hang around until you move your mouse off of the menu item and onto its contents. Bit finicky really, but there you go

Have you tried manipulating the settings under Settings>Mouse? This may be the answer for which you are looking!
