I am getting two identical menu bars

I have a blue one that I set up, but when my mouse activates it a grey one with the same items on it comes down over top.

Any ideas what I screwed up?

Perhaps a screenshot might be helpful although your explanation seems clear.

Also try right-click the empty space of any toolbar and select "Close". This should remove this toolbar, other will stay.
