In anger over Windows 11 removing third party taskbars, I looked into alternatives.
There is a shell replacement called Cario.

It is simple but as you can see in the screenshot I can have running applications at the bottom of the screen reserving window space and then place TLB down there as well.
I put a request for the top menu to not go always on top but still reserve window space (hopefully a priority system), but currently if you place TLB over the menu it gets hidden when you click the menu in Cairo.
It is worth a try. Curious what other people are doing!
