Recurring fails with both Taskbar and True Launch Bar.

Several times a day - as I’m working it happens virtually about every 5- 10 min - the pointer has no effect when I try to access the taskbar apps and TLB menus.

While taskbar/TLB is frozen, some actions on the desktop still continue: such as quitting an app window to taskbar.

But hover over TLB icons on the taskbar has no effect...

I've noticed a way that generates this condition. 
For example, clicking once on taskbar icons has no effect.
Moving the pointer CHANGES IT to a dark hourglass. 
It stays as a still hourglass as I move it along just the taskbar, but sometimes also on the desktop.

Clicking on taskbar icons a second or third time the taskbar and desktop quits and restarts as normal. 


Normal, except for a curious TLB action: once a menu is displayed, and the pointer moves outside it onto say the desktop, the menu does not close. Until I click outside.

All these restarts are driving me mad.

As no-one has no idea what might be causing this taskbar quit and restart, 
I don't know if it's an issue with Windows taskbar, or with True Launch Bar. 

Here's something which might be a clue.
Right-click on a space in the taskbar => Toolbars 
shows
 
Address
Links 
True Launch Bar ...
Desktop
(ticked) True Launch Bar 
----------------------------

That unticked'True Launch Bar ...' leads to 
C:\Users\User\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch

Is this normal?

I have now reinstalled Windows 10 Pro, and all the offered updates.

Result:
No change.
The taskbar, with TLB of course, stops functioning and with a few extra clicks will close and restart.
Takes about 7-9 seconds each time I go to access files or apps.

After roughly 15sec the taskbar is broken again. It's not obvious - no indication the functions have gone - but it's a stupid fault and most of my computing time is taken up clicking and waiting on the taskbar to operate.
