How do I do this? Options are only available in the TLB settings for the Menu and the Title in the menu but not for the Toolbar Titlle.

Sorry, the toolbar title is the Windows feature. TLB can't to control the color and font of the toolbar title. I can recommend you to use the spacer plugin to add the picture on toolbar.
