I can not access any of the tool bar in my task bar, I tried the gpedit solution and regedit solution mentioned by Yuri. But still no luck.
I use 3 system optimizers:
Ashampoo Win Optimizer
Tweak UI
X-Setup Pro
Any hint?
run gpedit.msc
Open:
User Cofiguration->Administrative Templates->Desktop
The option you need to set into Disable is:
Prevent adding, dragging, dropping and closing the Taskbar's toolbars
If this option is Enabled you will see the disabled toolbar meu. Even this option is in Disabled or Not Configured state. Change it state on any other and then into Disabled.
Yuri, thanks for the reply. I set the value to "disabled" as you instructed, but still no luck. There is still other key preventing the user modifying the toolbar.

Is this your own computer or it is in the corporate network? Domain administrator can block this feature.
BTW maybe you need to restart after changing the settings. Anyway the option I mention works like on your screenshot. Try to set every option into Disabled and then into Not Configured.
Also try to find the bad value in the registry:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Registry value have name NoCloseDragDropBands. If you find one, delete it or set into zero.
I am loggin into my pc as a pc administrative user.
Does "NoCloseDragDropBands" means look for such frase, or look for "NoClose" "NoDrag" "NoDrop" "NoBands"
I still can not get the toolbar to be selectable. . .
Try to search
here. There are some utilities and scripts to restore and tweak taskbar.

The site is really helpful, I downloaded the "xp_taskbar_desktop_fixall.vbs" and and the "Toolbar Repair.exe"
run them once, and got my toolbar control back!
