In TLB Settings, there are no hotkeys and no way to create any.

TLB Settings shows only installed hotkeys. To asign hotkey right-click the button/menu/menu item and select "Hot key..." (or press CTRL+H on the selected item).

Some plugins have the hotkeys in the properties.
