Q1) Which files in C:\Users\<your account>\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch are used by TLB?

Q2) if I backup the files needed by TLB from those locations, do I also still need to use TLB's built-in backup utility?

I have Windows 7.

Thank you very much.

The folders are the TLB menus. Shortcuts to run something. tlbdata.xml (hidden) files contain menu/toolbar items/menu settings and layout. setup.ini caontain the TLB settings. namespace.fld files are the shortcut for the virtual folders.

The built-in backup utility do the exactly the same thing - saves all files and folders from the toolbar folder into the single file. The only note, you must to close TLB before restoring TLB from your own backup.

The folder "User Pinned" in the Windows 7 contain the pinned items on the taskbar.
I don't understand.

In the folder C:\Users\<your account>\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch

the only files there are two shortcut files and one hidden desktop.ini file. Neither of the shortcuts are used in my TLB and there is no entry for TLB in the desktop.ini file.

Thank you.
OK, "C:\Users\<your account>\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch" is the default toolbar folder it is possible to switch TLB into other folder. Unlock the taskbar, if TLB on the taskbar, right-click the empty space of the toolbar (or chevron at the left/top side of the toolbar) and select "Open" menu item. TLB will open the folder where it saves all settings. You can backup this folder.
Found it. Thank you.
