There is a good utility called Volumouse that has a lot of features missed in Volume Control, including:

• ability to control volume via mouse wheel with some combination of control or mouse keys pressed;
  
• displaying graphic indicator during changing volume;
  
• ability to control volume via mouse wheel when cursor is over the specified window.
  

That would be good if Volume Control had these features, too - Volumouse seems to be unsupported anymore and has serious bug regarding multiple sound cards support.

And I wanna add a freeware called Volume2 (volumesquare) from Alexandr Irza, which is an outstanding program.
