Install TLB.
Read help file installed with True Launch Bar. Or right-click on empty space of taskbar select Toolbars and click on True Launch Bar menu item.
You do not need anything if your system is Windows 2000/XP/Me/98 and you need IE4 or lastest installed with Active Desktop for Windows NT4/95
