So I think its time to make a weather plugin for Russia. Now not so many cities can recieve weather data from weather.com or Yahoo.
But there is a sites, which weather data for Russia - for example weather.mail.ru

Weather.com gives the legal XML service to get the weather information.
If you know the same service for Russian weather let me know.
