I'm not at all sure it isn't something I set wrong somewhere else, but, when I move the cursor over the TLB, it pops up, but then when I move the cursor off of it, it hangs for a second, and fades out instead of just "disappearing".
Is there some setting that I've messed up that controls this?

I guess this is the standalone TLB (tlbHost). Then right-click the empty space of toolbar and select "Properties" (or "Toolbar Properties"). The options you need in the Auto-hide section.
