Is there a way to have icons in a menu for programs, but not for folders?

There is no the special option for this exactly. But you can right-click the button you want to remove the icon, then Appearance->Text label. This will show the text label only. To customize some buttons right-click the button and Appearance->Button properties. You can select some buttons by holding down the CTRL key.
