When I look at webpage at http://www.truelaunchbar.com/features.html#id883 it seems to imply that they are different. Difference is in the content of regular menu and virtual folders. Regular menu shows the shortcuts from the corresponding folder in the internal toolbar folder. And this folder is created when you create menu. The Virtual Folder shows the content of selected external folder (Computer, Documents, Printers etc.).
