I am running windows 8.1 and using start8 from
http://www.stardock.com/products/start8/?Referer=cnet
so I have a start button on both screen's
Is it possible to have TLB aslo on both screen's?

It is impossible to add True Launch Bar to the taskbar on the second monitor. But it is possible to use the Standalone True Launch Bar (shortcut in the Start menu->All Programs->True Launch Bar). With Standalone TLB you can create additional toolbars on any monitor... but out off the taskbar.

Sorry I have missed that
but I can only have it on top, not on the right side
I have TLB on left side on screen one
this means it look 2 different ways(one sorted horizontal and one vertical)
any way to change it ?

Right-click the empty space of the toolbar and select "Toolbar Properties". Then select the needed "Dock side" on the "Options" page.
