Turns out this is a Windows XP thing. When you set your set your mail and browser preferences using "Set Program Access Defaults" it does set your default email program but it does not update the mailto registery entry. I had to go into HKEY_CLASSES_ROOT/mailto/shell/open/command and change it to "C:\PROGRA~1

It exists on both my desktop and laptop so... perhaps you need to add
it.
