The popular antivirus program Bitdefender by default prevents tlbhost.exe from running. The only way I found to fix is to disable "Threat Defense" in Bitdefender.

I have emailed Bitdefender to tell them about this problem with their program.

Is this possible to add some folders/files into something like exclusion list?

In the main Bitdefender interface, you can get tlbhost.exe out of the quarantine and protect it from being put in there by following the instructions here:
https://antivirusinsider.com/access-quar...nder-2016/

On the same antivirus settings menu, you can also enter tlbhost.exe as an "exclusion" from scanning.

Doing those 2 things enabled tlbhost.exe to work, even if Bitdefender's threat defense is activated.
