Nice idea, but if you can right-click the file (or selection of files), why not simply drag them to the right location on your True Launch Bar?

Besides, I don't think "Send To" items can be further expanded as shown in your image, it's a 'limitation' of explorer... or do you have an existing example of it?

Also keep in mind that this "Send To" menu copies the entire file by default, instead of creating a shortcut... so you'd also need to hold Ctrl+Shift...

In Windows 2000 and XP you can create a shortcut in this directory:
C:\Documents and Settings\yourusername\SendTo\

And it will appear immediately in your "Send To" menu. So you could point this shortcut to the TLB directory:
C:\Documents and Settings\yourusername\Application Data\Microsoft\Internet Explorer\Quick Launch\
(and you can append a TLB menu name to this location, eg. a special drop menu)

For Win9x these path locations are different, and probably somewhere inside your Windows directory...
