Where your toolbar with Weather Monitor is located. Is this taskbar of standalone toolbar. When TLB is integrated into the taskbar you have to allow internet access for explorer.exe

Do you have any other firewall software? Maybe antivirus software, some of them have integrated firewalls especially for Windows Explorer.
