I just had a look at relevant rules in Windows Firewall Control, and saw that explorer.exe is allowed, but there was a 'block' rule for 'NVTSYSH - Explorer.exe'. When I examined that rule I found that it's one of a number of system-hardening rules added by OSArmor, which I'm trialling at the moment. I tried disabling that one, and, sure enough, Weather Forecast suddenly works again. So, I'll have to work out how I can make an exclusion to allow Weather Forecast to work, while making minimal impact on the overall system hardening. - But at least that's now just something for me to work out, and no worry for anyone else.
