I note that TLB creates tlbdata.xml and setup.ini in the primary folder. Occasionally I find these files in nested folders, and delete them. That's because when I first found TLB and began dragging files and folders around, I managed to find combinations that were unstable.

TLB now works brilliantly on this Vista laptop, and I want to keep it that way. Deleting those files doesn't seem to make any difference, positive or negative.... I think.

Should I delete all but the primary folder tlbdata and setup files?[/i]

It is safe to delete tlbdata.xml files if that files are not inside the toolbar folder.

Thanks!

The setup.ini files too? And is there risk if I just leave them scattered around in the subfolders?

Yes

These files are simple XML files. You can leave them or delete. If you delete these files from the toolbar folder you'll lose all TLB settings for corresponding menu.
