I read the FAQ which said there is a backup button on the General Options page of TLB settings. However, in 2.2 my settings boxes don't look like those pictured in the FAQ and there is nothing in the General tab about backing up. Am I missing something here?

Well, why would you? Your current settings will work fine with the new version... <span style='font-size:6pt;line-height:100%'>(though I cannot be held responsible for any lost data)</span>
But if you just want to make sure you can simply copy/archive the following directory, that's where all settings are stored:
C:\Documents and Settings\username\Application Data\Microsoft\Internet Explorer\QuickLaunch
