I am continuing to research the action of True Launch Bar when having a second separate toolbar in addition to the taskbar docked True Launch Bar.
In this case if user has 2nd toolbar docked at top of screen tooltips will appear correctly *except* under these conditions.
Start any application.
When application is focused (title bar shows active) tooltips appear correctly,
Now unfocus current application by clicking on 2nd True Launch Bar.
Tooltips do not appear (because they are showing under unfocus application)
This does not happen when clicking on main True Launch Bar only with 2nd True Launch Bar.
I think tooltips should work consistently.
