Using Windows 2000 SP2
When you press right mouse button at the moment the choice is to make a menu or a shortcut.
I think the word menu is the wrong description for what you are making. It should say make a virtual folder or a shortcut.

In all cases this is 100% menu. And can to be "virtual folder" or simply menu. Some versions ago there two separate items in the New: Menu and Virtual Folder. But some users say that this is the same things.
