Is it possible to set control panel as new toolbar/menu?

Yes it is, and quite simple, too. Just right-click where you would like the menu to appear, select "New", then "Menu". Click the button labeled "Create Virtual Folder", then navigate to and select "Control Panel" (under "My Computer") and click "OK". You can rename this menu if you'd like by editing the text in the "Name:" field, or simply leave the default and click "Create". Vioala - quick access to all your control panel applications.
