I have a standalone toolbar set to auto-hide with a toolbar tag set to open the toolbar when I click on the tag.
It works flawlessly when I have an application window open (like firefox, IE, explorer, etc).
If there are no windows open just the desktop, I don't get the toolbar tab when I point the mouse to the toolbars location.
It just maybe an issue with the latest build of windows 10,as it works fine on my work pc running windows 7
