Toobar Tags Disappear

All of my toolbar tags have disappeared on all of my monitors, except monitor #1. I have made no changes to TLB or Windows 10 prior to this occurring.

I overcame this my moving at least one window to each monitor. If the monitor does not have a windows on it, the toolbar tags do not display on that monitor. If the monitor has at least one window displayed on it, then the toolbar tags also appear.

Sometimes the toolbar tags will appear on a monitor, even if there are no windows programs open on that monitor. Sometimes not.

This problem no longer happens.
