Actually you can make this without plugins:
1) Create shortcut to Recycle Bin
2) Right-click Recycle Bin shortcut select "Appearance" submenu and click "Button Properties"
3) In the "Default command" write empty
and press OK. Now every time you click the Recycle Bin shortcut TLB empty it.
