Hotkeys will not work for a menu until you have clicked on the menu.
This occurs with background load set to true or false.
Looks as though until TLB loads the menu the hotkeys are not in memory.
To test: set a hot key on a sub-menu item.
restart pc
press hot key sub-menu item won't be launched
Open menu, close it
press hot key.... sub-menu item is launched
