I guess you've tried the standalone TLB and set it into the windows autostart. Run the msconfig utility and remove the tlbHost.exe from the startup list.

Or select the Standard Quick Launch folder, when the toolbar will be opened, right-click the toolbar and select "Toolbar properties". Turn off the "Run on system startup" option.
