Your instructions to me are somewhat vague, so I tried another method, which also does not work.
I close each truelaunch bar. I go to the Start Menu and click on shutdown. In the resulting menu, I choose shutdown. I then hold down ctrl-shift-alt and click on Cancel. The result is that explorer unloads. I then run explorer. The truelaunch bars all come back.
