you are right "Disable Start Menu" is not working on Windows 2008 (R1) and Windows 7. I'll try to fix this bug. Thank you.

Hmmm... Any Open/Save dialog box will make the hole in your system. Maybe the better solution for restrictions is something like group policy? As I know it is possible to restrict the application the users can run.
