2yrs and still unsolved MAJOR issue

I try to find the solution. Unfortunately I don't know the guaranteed solution. First please check the registry keys:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Discardable\PostSetup\Component Categories\{00021492-0000-0000-C000-000000000046}

This key must exist for every user. One of the TLB users reported that TLB don't appear in the Toolbars list without that key. Create it if not exists.

Also if the key exists try, it can have the subkey "Enum". Try to delete the subkey "Enum".

PS. Backup the registry keys before working with them.
