I guess the "main menu" is the menu with two arrows at the right side of the toolbar. Actually this is not a "main menu", I call this menu "the rest items menu". This menu appears when you have too many buttons on the toolbar to show them. And this menu have some restrictions. The disabled Tear Off feature is one of this restrictions.

If you want get the full featured menu, create the menu on the toolbar and move all shortcuts/menu into the created menu.
