But FLB is displayed only on first monitor. Is there a way to display FLB on both screens?

Get a license for Actual Multiple Monitors and use its replacement taskbar for the other monitor(s). It supports display of toolbars.

But it is impossible to open any toolbar on the second taskbar

The replacement taskbar implemented by Actual Multiple Monitors for non-primary monitors DOES support toolbars.
