Portable TLB can't hold custom icon

I have the portable TLB menu installed and running.  It operates fine, but it refuses to keep and maintain the custom icon for the menu button.  

The menu sits on the top right corner of the screen, and when I select and apply the custom icon, it works fine -- until I have to restart Windows 11.  Then it reverts back to the standard folder icon.

What can I do to have it keep the custom icon I selected and applied so that it still is there after restarting Windows 11?
