Check the "TLB settings..." in the "Tips" section make sure that the "Tips Style" isn't "Disabled".

Secondly, you may like to make sure you have the latest version of the System Monitor plugin.

If this doesn't work, then please post details of your system, (like I have in my signature) and I will try to help!
