NWS provider file for Weather Monitor plugin - (NWS = National Weather Service)

OK, an "addon" could simply be a new background .PNG to work with an exisiting skin, or a new set of icons or graphics, or a provider file specific to a particular skin, etc.

Currently, these forums provide a reasonable place to start off and posting changes and modifications here is great for those of us who are involved to this level, but I feel that a few tweaks to the skins section to allows us to develop and then post modifications and additional/replacement graphics would really show people what TLB can do. As well as providing us with a properly centralised location for our work!
