Run regedit and open registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Delete values named:
NoSaveSettings
NoCloseDragDropBands
NoMovingBands

If there are no such values let me know.
