I'm using Hotmail Popper with Mail Monitor with no problems (patiently waiting for web-based support). I just have the settings in the Incoming server tab.

Incoming server: 127.0.0.1
Server port: 110
User name: <your_full_hotmail_email_address>
Pass: <your_hotmail_pass>
Authentication: Regular (plain text)
