skins - cannot load skins

Hello
I'm having trouble loading skins. I have downloaded tlb 2.2 and have updated it to 2.2.0 15 rc2
Problem is once I've loaded it I go to the skins section and select a skin and hit apply but nothing changes. I've tried refresh and have tried restarting it but nothing works. I have checked out the FAQ and the skins are in the correct folder etc.
Windows xp personal 5.1 2600 Service pack 1
shell version 6.2800.1233
I.E version 6.2800.1106
AMD athlon xp2200 cpu
256mb
Any help or directions on where I could find a post that has already covered this would be much appreciated.

I hit this problem this morning.

TLB version: 2.2.0.16 RC 3

Using the above configuration I found that no matter what skin I download and install, the toolbar never changes. The skin is working to some extent because when I hover buttons they highlight properly and the menus all work fine. However, the TLB itself is completely unchanged by any skin. Same problem as above just newer TLB it seems. Any ideas how to fix this?

98SE - We have Settings>Skins>Apply skin to Menu & Apply skin to Toolbar checked and have Use custom menu colors checked and everything skin-wise works properly in every configuration we can think of to try.

Most of skins is designed to skin button only in hover state so in normal state they looks unskinned.
