TLB not opening on startup

everytime I restart my puter I have to reopen TLB. Could someone give me a hand and maybe tell me what to do to get it to always be there when I reboot?

Run regedit and open registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Delete values named:
NoSaveSettings
NoCloseDragDropBands
NoMovingBands

If there are no such values let me know.

I only had the no save settings key in the registry. I deleted it opened TLB and rebooted and it still isnt opening on reboot. any other ideas Yuri would be greatly appreciated
