Drag and drop not working

I used version 2.2 there is checkbox Lock buttons, but does not matter if it is checked or not I can't move icons on my tlb, I upgrade to version 3 .1 and still cannot move icons

Right-click True Launch Bar, click on TLB Settings... and then click on Registration.

I can confirm this is happening to me also:

I can drag, but the placement/movement does not happen.

And no, I do not have "Lock Buttons" selected.

If you can drag but placement of buttons is not changed then you need right-click toolbar/menu Arrange Icons By->Auto Arrange
You must uncheck this menu item. If it is have the check mark then items on toolbar are sorted, you can drag them but TLB rearrange buttons after dropping.
