[solved] Win8.1, TLB 7.3 - always small size icons after restart or refresh

I've got a problem with TLB 7.3 on Win8.1: after restart (or even calling "Refresh" in context menu) the icon size returns to small, though i set it to large. So the order of menu items changes back to default, though autoarrange is disabled.

Right-click the empty space of toolbar and click "Open". The toolbar folder will be opened in Windows Explorer. Check if you have write access to the files inside this folder. Especially for files named tlbdata.xml and setup.ini (note: these files can be hidden, so you have to enable to view hidden files in the explorer settings).

How to check files for write access: just open tlbdata.xml or setup.ini using Notepad, add empty line to the end of file and try to save it.
