Drag & Drop problem

Hello
Problem I been having on and off is when attempting to Drag a shortcut or changing order of one of the menus it fails to Drag. When I first boot up it works for a while, no real specific time. I have tried to look for a cause with no results. I have used TLB for a couple years and not sure when this started.
I use Windows XP Pro SP2
Pentium 4 2,4GHz
Mem 1024Mb

Please tell us the TLB version.
Also check if the auto-arrange is off

I have not updated to 3.2.1.5 RC3 yet, do think that will take care of it?

There are two ways to disable drag&drop:
1) Lock buttons (right-clic-> lock buttons)
2) Autoarrange buttons (right-click->Arrange icons by)

Please check if the buttons not locked and/or auto-arrange is off
