Open Settings dialog.
>> Click the "?" button.
>> Click an item in Settings dialog. The help tip appears.
>> Now, press Esc key. Settings dialog closed. But the help tip is still there.
One of the ways to close this tooltip window:
Open Settings dialog again, click the tooltip window (to activate it), press Alt+F4.
