TLB Portable menu won't load at startup

Here's the command shortcut that is in my startup folder:

C:\Program Files\True Ltlb-portable-64bit-8.0\tlbHost.exe

But I always have to launch the shortcut "C:\Program Files\True Ltlb-portable-64bit-8.0\tlbHost.exe" after all else is loaded.

Shouldn't/can't this be set to run automatically and load the TLB menu?
