Programs folder - How do you combine All and local user?

The normal way of creating a menu to duplicate the "All Programs" menu from the Start Menu points a virtual folder to the Programs folder under "All Users". However, the actual "All Programs" menu from the Start Menu combines the Programs folder from "All Users" along with the Programs folder from the current user.

Is there any way to duplicate this behavior in TLB?

TLB have this behavior. There are no the special option for this.

I don't understand. When I create a virtual folder, and I choose the Predefined option for Programs, it shows only a single path, not both.

Doesn't that mean that it's only looking at one of them?

Yes, it show only one path but in the menu TLB combine the content from both "All Users" and "current user" folders.
