i am really not sure is this is possible to implement in TLB while its an explorer toolbar, but the ability to have tabs to switch between categories would be very nice. and in my opinion a better way to organize everything over using menus.

This is possible but I not sure this is good for TLB. True Launch Bar is menu based launch bar, there are many ways to organize shortcuts using separators.
